CCOO and SEP accuse Dénia council of excluding lowest-paid municipal staff from improvements

A Human Resources report rejects the unions' proposal to reclassify over a hundred caretakers, cleaners, gardeners and home care assistants who earn around €22,000 a year. CCOO and SEP-CV denounce comparative unfairness and warn they will continue defending the claim.

The lowest grade in the administration

The union sections of CCOO and SEP-CV at Dénia Town Hall have been demanding for months the reclassification of the Professional Groupings (AP) grade, the former grade E, the lowest grade in the entire public administration. It includes caretakers, cleaners, gardeners and home care assistants, a group whose salary is around €22,000 a year. The unions are asking for it to be moved progressively to the immediately higher grade, C2, with the corresponding improvement in salary and allowances.

The Human Resources report

The proposal has met with an unfavourable report from Human Resources. According to CCOO and SEP-CV, the municipal plan provides for reclassifications and conversions of different categories, but leaves the lowest-paid employees largely sidelined: of over a hundred posts, only six are included.

The unions question the technical arguments of the report, particularly in the case of caretakers, whose responsibilities, in their view, would justify reviewing their classification. They speak of an "obvious comparative unfairness" and argue that there is no legal impediment to the agreement, which they describe as "flexible, adaptable and sustainable".

A conflict that goes back a long way

In May, both union sections launched a joint campaign in which they recalled that the Town Hall had improved conditions for staff in higher grades, including several senior municipal officials earning more than €100,000 a year. In September they met with the Mayor, Rafa Carrió, to ask him to approve the reclassification before the 2027 budget.

Given the unfavourable response, CCOO and SEP-CV announce they will continue the campaign through all available channels.
