A four-year contract to renew management

The council has launched the tender to award the exploitation of the Blue Zone, which currently has 13 parking meters distributed throughout the city. The contract has a maximum amount of €447,336.88, VAT included, for a period of four years, and aims to update the technology of the service without changing the parking price or the current regulation schedules.

Bizum payment and maintenance of the current system

The winning company will have to offer commission-free mobile payment applications, accepting at minimum bank card and Bizum. The parking meters themselves will have to be adapted to accept Bizum payments via a dynamic QR code. The specifications maintain, on the other hand, the Smart Parking system based on magnetic sensors and the ParkTime application, which informs about the availability of spaces.

New panels and control equipment

The contract includes the installation of two electronic variable signalling panels, whose final location will be decided by the Town Council once the service starts. Municipal inspectors will work with four mobile devices equipped with a terminal and printer, one of them for replacement. These devices will allow instant verification of whether a driver has paid electronically, without the need for a physical ticket, and reports filed must obligatorily include photographs, vehicle data and location.

Repair deadlines and periodic repainting

The specifications set maximum response times for breakdowns: 24 working hours to repair a parking meter, 48 hours in the case of information panels and a margin of two hours, during the 24 hours of the day, if a critical software or application failure occurs. The winning company will have to provide telephone technical assistance 365 days a year, carry out a complete repainting of the Blue Zone during the first year of the contract and repeat that operation in 2028. It will also have to send the Town Council detailed statistics each month on the operation of the ORA.

Tariffs and schedules unchanged

The parking price remains at one cent per minute, which is 60 cents per hour and €1.20 per two hours. The short-stay area continues to be limited to 60 minutes, while the rest of the regulated area allows up to 120 minutes. The ORA schedule will continue to be, from October to May, Monday to Friday from 9:30 to 13:30 and from 16:30 to 20:00, and Saturdays from 9:30 to 13:30; from June to September, Monday to Friday from 9:30 to 13:30 and from 17:00 to 20:30, with Saturdays on the same schedule as in low season.
