Regional government rejects solar plant with EV charging station near Montgó

The Valencian regional government has rejected authorisations for the Villa Doménech photovoltaic plant, near Portal de la Marina, which was to power a large electric vehicle charging station. The Environment Department considers its impact on the Montgó Natural Park buffer zone would be "severe", if not "critical".

An energy and charging project

Barcelona-based company Equanimity Energy Generation requested authorisation in 2024 to install the FV Villa Doménech photovoltaic plant, with 2,480 kilowatts of installed power, across the municipalities of Ondara and Pedreguer. The project included a fotolinera, a charging station for electric cars powered by energy from the plant itself rather than the grid: up to 80 charging points in the future, though initially 16 rapid chargers were to be installed. The planned investment was €2.4 million.

The plot is just on the boundary between the two municipalities, very close to Portal de la Marina shopping centre, on the Villa Doménech estate and adjacent properties.

The decision

The Territorial Service for Industry, Energy and Mines has rejected the administrative authorisations necessary to build the plant and its evacuation infrastructure, following months of unfavourable reports. The Natural Environment department has maintained its negative assessment: it considers the installation incompatible with protection of the area surrounding the Montgó Natural Park.

According to the resolution, the plant would have a severe, if not critical, landscape and environmental impact on the park's buffer zone. The Administration also warns that it could contribute to isolating the Montgó Natural Park and hinder connections between flora and fauna communities.

Measures that failed to convince

The company had proposed measures to reduce impact: a perimeter vegetation screen, retaining trees and vegetation of interest, restoring Villa Doménech and enhancing the Cava del Caragús. They have not been enough.

The decision is a setback for a project that aimed to combine renewable energy generation, energy storage and electric vehicle charging in one of the comarca's highest-traffic areas.
